bluesky PDS as source of truth for events #206

As a bluesky user, when I create a new event I want that data stored in my PDS.
I still want the event to be discoverable, so a copy goes into the index at openmeet.net.
The PDS is the source of truth, and updates in the PDS record should result in updates to the index.
