This commit makes sure the OBS services are applied after the code is actually updated and also removes the Submit Request creation from the script as it was creating spurious SRs to development projects.

Why is this PR needed?
To make proper packaging of skuba in to RPM and to avoid spurious SRs.
What does this PR do?
This commit makes sure the OBS services are applied after the code
is actually updated and also removes the Submit Request creation from
the script as it was creating spurious SRs to development projects.
