updating footnote functionality

The editor has limited functionality when it comes to footnotes, first port of call would be to add the footntoes plugin and see if that helps.
The main point of functionality is when moving a note citation in the main text, the numbers should update and the actual note should move itself in the list at the end

Pasting from word makes them links, we should convert them to footnotes during the paste
