- Per GDALCreateOverviewDataset missing since gdal-2.2 OSGeo/gdal#413 GDALCreateOverviewDataset is now private
- matching the solution there, copied the code from upstream

I screwed up and made my last commit and amend, anyway, this fixes a build issue with newer versions of gda |
