Of course the travis build fails because it's using an ancient version of Go... and building this requires go-modules |

This PR adds HFS as specifed https://github.com/noiseprotocol/noise_hfs_spec/blob/master/output/noise_hfs.pdf
and it provides one implementation using Kyber1024 but more PQ KEMs could be added.
Let me know how we can get this merged.
