Collection of simple improvements to yaml files & pre-commit:

Made the commonly excluded android folders into global excludes
Renamed .clang-format-glsl to clang_format_glsl.yml; it's passed via argument anyway, so this just makes it natively yaml & synced with existing naming conventions.
Changed default quotation style from single to double, matching the rest of the repo
