Add System Locale layout direction for Control and Window #98203

Currently, only the root node can use "Based on System Locale" as its layout direction (set via Project Settings). This difference creates complications when I try to simplify the logic of the layout directions.

This PR adds this option to other nodes (i.e., Control and Window).

In accommodate to this change, LAYOUT_DIRECTION_LOCALE is now deprecated in favor of LAYOUT_DIRECTION_APPLICATION_LOCALE.
