Revert "only override TERM if its not previously set" #119

fix for: jupyterlab/jupyterlab#3413 (comment)

the issue is that if the user starts jupyerlab from the terminal, the TERM would be picked up by terminado, which is not right as the parent terminal of the user could be very different.

terminado should be the only one setting the term variable.
