Complete purge of pandoc-citeproc references

Using pandoc-citeproc on its own is deprecated for half a year now, so
point to the main pandoc project instead. Fixes: 6c04248

Note: misc/cabal.project pinned the pandoc-citeproc version to 0.16.3,
released 2019-09-26. The entire reference has been removed presuming it
wouldn't have worked with modern pandoc anyway

We can't just "purge" it yet. Pandoc-crossref 0.3.10 still builds with pandoc 2.10, and builtin citeproc was only introduced in pandoc 2.11 (less than half a year ago).

Moving pandoc-citeproc specific notes out of the way slightly and adding a note that it's deprecated since pandoc 2.11 is fine. Removing it altogether is a little too soon.
