NS: Misc updates.

This PR addresses the following:

• The ESLint plugin for Vue a11y rules was removed. Maybe to be added again later
• The local development environment now runs ESLint in watch mode parallel to the application's HMR
• Husky nows runs only tests and code coverage when commiting
• Husky now runs tests, coverage and builds when pushing
• changelog.atom was fixed from showing undefined content data
• Some Patron updates
• Prop types checking is now required
• Removes deprecated utilities
• Fix signature property having incorrect description and type
