Pre-release for test of 16rx modifications

Changes to the upstream CWSL_Tee are for HermesIntf and CWSL_Tee together to
be able to skim up to 16 receivers if the hardware is capable, run other SDR
apps together with them, and select which ADC input each receiver gets.
