Is your feature request related to a problem? Please describe.

The current CDS spec works well to handle parking and loading events, but cannot currently handle events related to enforcement or permitting.

Describe the solution you'd like

Adding some additional event types should provide curb vendors working with enforcement and permitting data to be able to store event information in CDS. See suggested event types below.

  • citation_given : the event of providing a ticket or citation to a vehicle
  • vehicle_read : often used in LPR, the event of detecting a vehicle at the curb
  • vehicle_flagged : often used in LPR, the event of detecting a vehicle that is illegally parked at the curb

Additionally, events for double parks could be considered, something I know @rneubauer has mentioned.

Describe alternatives you've considered

I looked to see if unique combinations of event_type and event_purpose could cover these unique events, but there is nothing that works for these use cases.

Additional context

We have seen these applications on several different clients as aligning enforcement data with utilization and occupancy at the curb is quite common.
