Is your feature request related to a problem? Please describe.

There is currently no way to aggregate event data in Aggregate, metric_types. Although you could argue, sessions represent events, and you can aggregate sessions, not all events "fit" into sessions. Some examples includes detecting vehicles with ALPR, or the event of providing a citation.

Describe the solution you'd like

Add an additional metric_type called "total_events" which aggregates the total number of events in a given hour. This would typically be summed by a specific event_type.

Describe alternatives you've considered

Up until now we have taken these events as sessions and included these aggregates in total_sessions, but this is not technically correct and is misleading.

Additional context

This builds on Issue #173 that there is not a current solution on representing non parking and loading curb events in CDS.
