Describe the bug
Currently, the notice.html file is not generated

To Reproduce
Steps to reproduce the behavior:

  1. Open opossum ui
  2. Click on Menu -> About -> Opossum Ui Notices
  3. See a blank web page

Expected behavior
A webpage containing the relevant licenses
