Add Ubuntu update fix

After Ubuntu update there's following issue

Fix based on https://stackoverflow.com/questions/75608323/how-do-i-solve-error-externally-managed-environment-every-time-i-use-pip-3 .

Good for now. We can switch to pipx later.

(You could also use actions/setup-python to provide a python environment that's not marked as externally managed - ansible/ansible-hub-ui@29dc651, and we'll see if the python ecosystem ends up using virtualenvs, or pipx, poetry, or uv :))
