Give users possibility to setup hooks, with any type of executable, at task start and end. This mechanism may be used to notify chatops or whatever.

feat: execute hook program on task start/end
4ae8d80 
If defined in settings, execute hook program when runnable tasks start
and end with some environment variable to provide some context. The
RunnableTask class now inherits of ExportableType class so it can be7
exported in base64 encoded json string.
