About The Pull Request

It starts at 0 percent, around 25% at 25 minutes into round, and caps out at 75% 2 hours in.
Numbers will need tweaking.

Why It's Good For The Game

To prevent 20 1 crew ships later into the round
Automates a job admins are already vibing out.
