I missed updating setup-deno for lint and fmt steps of CI before pushing up my initial commit.
This PR also disables running the tests on windows. The plugin works on Windows, however, it appears that css module class names can be different on windows along with the line endings when reading the files.
Below is a screenshot showing the difference in one of the css modules test cases.
