Some unknown problems happened with adding a deleting job

Console will give up to retry when deleting job timeout for 4s, then, add the job with the same job name, some unknown problems will happen.

Solution:
When adding job, if job zk data is existing, then try to remove it by persisting config/toDelete node. If timeout, throw exception.
