Reverts #212
Move back to Debian Bookworm for testing, following the discussion on beeware/toga#3143. We will continue to test on Bookworm until we make the decision to drop the pygobject pin introduced by beeware/briefcase#2190.
CI for this will fail until beeware/briefcase#2190 is merged.
