Allow option to register separate DOI for policy, spatial and combined reports #520

Because users have the option to generate separate reports, it has been requested to be able to provide separate DOIs for these.

Currently, there is only the option to provide a single over-arching DOI.

So, there should be an optional override if the following parameters are defined matching configured templates:

doi_policy
doi_spatial
doi_policy_spatial
