Spatial report intro also refers to policy indicators #522

The spatial report template introduction uses some of the combined report prose 'This report outlines how Brisbane performs on a selection of spatial and policy indicators of healthy and sustainable cities' ---- it shouldn't refer to policy indicators though, because its a spatial only report.
