Uplift Windows GPU RT from 27.20.100.8673 to 27.20.100.8778, with the new GPU RT, the following LIT test can pass on Windows L0GPU:

  1. sycl/test/basic_tests/buffer/buffer_full_copy.cpp
  2. sycl/test/hier_par/hier_par_wgscope.cpp
  3. sycl/test/sub_group/generic_reduce.cpp
  4. sycl/test/sub_group/load_store.cpp

@yinyangsx , please ping @bader or @vladimirlaz if you are ready to switch the built bot machine from 8673 to 8778, the merge of this PR should happen at the same time.
